With embedded JPEG, the zoomed-in view is faked and pixelated and it's not full size at all. The app generates the data when the file is first opened. With RAW conversion, the zoomed-in view is actual pixel data. The choice under Settings > RAW is to see a RAW conversion or the embedded JPEG. That's not what happens with my version (7.5) when viewing Sony ARWs.
Or they could do what FastStone can do, show the embedded JPEG at small scale, but generate from the raw when you zoom in. They might quote it but they can't display it at 100%. True, but they might quote the full size raw resolution, while displaying the 2mp JPEG.
Sony's embedded JPEGs are very low resolution - 1616x1080. Or check the displayed image size at 100%. Perhaps the fast one is showing the embedded JPEG, and the slow one is generating an image from the raw? As always, the way to find out is to shoot and view a b&w raw image. I wouldn't have expected it to be significant. It's interesting that you see a performance difference. So, I've uninstalled Windows Raw extensions and kept using the Sony Driver. I tested both and find out that by using Sony raw driver the thumbnails are generated much faster and previewing the files in Windows apps like Photos is also much faster than using Windows Raw extensions. One nice thing about it is that the user can choose whether the embedded JPEG is displayed instantly or a generic interpretation of the actual RAW data (using the dcraw engine) is displayed, which takes a little more time.
